To make a ribbon.

FG to gold gradient. BG to #C00000.

Draw a rectangle size 74x185. Apply textures on the bottom/right and left sides.

Deform tool/ direction=right/ degrees= 30, both all layers and rotate single layers unchecked.

Mesh wrap tool  , settings below.

Move the nodes as shown below.

Apply texture crumpled02 texture. Settings below.

Lighten/darken. Apply lighten darken as shown on image below.

Burn brush. Apply burn brush on the selected parts as shown below.

Move the layer to the bottom. Copy and paste as a new layer. Image/mirror image. Arrange the ribbon to your liking and you're done.
